Two arrested in 1977 Cold Case Homicide

The El Paso County Texas Sheriff’s Office Criminal Investigation Division Crimes Against Persons Section with assistance from Knoxville Police arrested two people in connection with the 1977 Murder of Major Chester Garrett.

In January of 1977 Major Garrett, a highly decorated United States Army Officer assigned to Ft. Bliss was found dead in El Paso County. The investigation became inactive as all leads were exhausted at the time.

In 2006 The Sheriff’s Office resumed the investigation and continued the case developing new information.

On Thursday February 07, 2013 Sheriff’s Office Homicide Detectives travelled to Knoxville, TN. With the assistance of the Knoxville Police Department, placed 54 year old Roger Evan Garrett under arrest for murder with a $5,000.000 Bond. Roger Garrett was the step-son of Major Garrett.  At the same time Sheriff’s Detectives  took 74-year-old Lizbeth Ann Garrett, Major Garrett’s estranged wife at the time of the murder into custody also charging her with Murder with a $5,000,000 bond.
